Police Department DARE Program. (Council) Recommendation: is recommended that the City Council authorize the Chief of Police to utilize Bell Police Officers at local schools to act as instructors for Drug Abuse Resistance Education (DARE) program on an overtime basis that would be paid by funds received from 2016 Board of State and Community Corrections, City Law Enforcement Grant.
Consideration of a Restated Amendment No. 1 to the Disposition and Development Agreement (DDA) with Arroyo Seco, LLC. (Council/ Successor Agency to the Bell Community Redevelopment Agency) Recommendation: It is recommended that: a. The City Council approve Restated Amendment No. 1 to the Disposition and Development Agreement ('DDA') to be in substantially the form shown in the Agenda Package and authorize the City Manager and the City Attorney to finalize the Amendment to the final executable form. If in the course of finalizing the Amendment, City staff and Developer reach an impasse upon material policy issues in the Amendment, such items will be returned to Council for reconsideration. b. The Successor Agency Board approve Restated Amendment No. 1 to the Disposition and Development Agreement ('DDA') to be in substantially the form shown in the Agenda Package and authorize the Executive Director and the City Attorney to finalize the Amendment to the final executable form. If in the course of finalizing the Amendment, Successor Agency staff and Developer reach an impasse upon material policy issues in the Amendment, such items will be returned to Board for reconsideration; and c. (Council) Recommendation: It is recommended that the City Council approve one of the following two options, staff is recommending option b: a. Appoint applicants to the Community Services Commission (CSC). The Mayor and Vice Mayor will select the student representatives and the other council members will select the adult representatives; Or b. Re-open the application period for an additional 45 days to receive a larger pool of candidates and return to the City Council on Wednesday, April 10, 2019 for appointment.
