Police Department MOU with District Attorney regarding Video Evidence. (Council) Recommendation: It is recommended that the City Council authorize the Chief of Police to sign a Memorandum of Understanding (MOU) with the Los Angeles County District Attorney's Office regarding the release of officer involved shooting evidentiary video.
Staff Response and further discussion on the use of fireworks in the City of Bell. (Council) Recommendation: It is recommended that the City Council provide additional direction to staff in relation to the development and implementation of three new City ordinances imposing criminal penalties and authorizing the use of administrative citations for violations of proposed Municipal codes, outlined in the staff report.
Bell Streetlight Purchase, Conversion, Operation and Maintenance Contract Award. (Council) Recommendation: It is recommended that the City Council approve the following: a) Award Phase I of a Professional Services Contract to Tanko Streetlighting, Inc. in the amount of $20,000 to identify and present viable financial plans for proceeding with the purchase and to complete a more accurate and detailed analysis of the cost savings of purchasing and converting the system from High Pressure Sodium Vapor (HPSV) to Light Emitting Diodes (LED's); and b) Authorize the City Manager to sign the Professional Services Agreement.
Amendment No. 1 to the Professional Planning Services Agreement with Michael Baker International, (Council) Recommendation: It is recommended that the City Council approve Amendment No. 1 to the Professional Services Agreement with Michael Baker International, Inc. for an additional $50,000, which would bring the total not to exceed cost to $100,000 and extend the Agreement an additional five month period to June 30, 2018.
FY 16/17 Budget Amendment to transfer $121,000 from General Fund Reserves to the Permits and Plan Check Accounts. (Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution 2017-47 titled: A RESOLUTION OF CITY COUNCIL OF THE CITY OF BELL AUTHORIZING A FY 2016-17 BUDGET AMENDMENT TO TRANSFER $121,000.00 FROM THE GENERAL FUND RESERVES TO THE PERMITS AND PLAN CHECK ACCOUNTS
Agreement with Liebert Cassidy Whitmore for employment relations training and consulting services. (Council) Recommendation: It is recommended that the City Council approve the contract with Liebert Cassidy Whitmore for special services in the amount of $3,775.00 and authorize the City Manager to execute the contract and process a forthwith payment.
Approval of Settlement Agreement for the case Derek Hull v. Bell, DFEH Case No. 151662- 26957. (Council) Recommendation: It is recommended that the City Council ratify the Settlement Agreement for the Derek Hull v. Bell, DFEH Case No. 151662-26957, which is made pursuant to the parties' mediation and subsequent settlement discussions completed on June 21, 2017.
Authorization to fill Vacant Full Time Positions. (Council) Recommendation: It is recommended that the City Council: a) Approve the hiring of the listed vacant full time positions; and b) Authorize the City Manager to move forward with any new vacancies which are approved positions in the budget if they become vacant during the fiscal year.
