Presentations and Recognitions Recognition of the Academic Decathlon Team at Bell High School
Amendments to Fiscal Year 2013-14 Adopted Budget (Council) Recommendation: It is recommended that the City Council: 1. Amend General Fund revenue budget, Legal Settlements, from $5,500,000 to $10,503,473 in order to recognize tow events: Supplemental Retirement Plan liquidation, $4,788,758.41 and settlement received from former Police Chief Randy Adams, $214,714,12; and 2. Amend General Fund expenditure budget for Non-Department activity by appropriation from General Fund reserves in the amount of $700,000 to establish a set-aside for settlement negotiations with former participants in the Supplemental Retirement Plan.
Development and Creation of a Citywide Emergency/Disaster Operations Plan, Continuity of Operations Plan (COOP) and expansion of the Community Information Services (Council) Recommendation: It is recommended that the City Council: 1. Approve development and creation of a Citywide Emergency/Disaster Operations Plan, Continuity of Operations Plan and expansion of our Community Information Service; and 2. Authorize appropriation from General Fund Reserves in the amount of $50,000 to expenditure accounts to be determined by the Finance Department.
Mid-year 2013-14 Expenditure Requests-Community Development (Council) Recommendation: It is recommended the City Council: 1. Approve the proposed mid-year 2013-14 expenditure requests for community beautification projects; and 2. Authorize appropriation from General Fund and Lighting and Landscape Fund reserves to expenditure accounts to be determined by the Finance Department.
Request for Approval for 2013-2014 CSD Mid-Year Budget Adjustments for City of Bell Park Improvements (Council) Recommendation: It is recommended that the City Council: 1. Authorize appropriation from General Fund reserves in the amount of $30,000 to expenditure accounts to be determined by the Finance Department and approve the purchase of two (2) HVAC units in the amount of $30,000; 2. Authorize appropriation from General Fund reserves in the amount of $40,000 to expenditure accounts to be determined by the Finance Department and approve the purchase and installation of one, full color LED message display board in the amount of $40,000; 3. Authorize appropriation from General Fund reserves in the amount of $32,000 to expenditure accounts to be determined by the Finance Department and approve the purchase of a utility truck vehicle in the amount of $32,000; and 4. Authorize appropriation from General Fund reserves in the amount of $100,000 to expenditure accounts to be determined by the Finance Department and approve the renovation of Treder Park Restrooms, storage and lighting in the amount of $100,000.

Award of a Construction Contract to Robertson Industries, Inc. in the amount of $129,420.24 for the Camp Little Bear Playground Resurfacing Project (Council) Recommendation: It is recommended that the City Council: 1. Award a construction contract to Robertson Industries, Inc. in the amount of $129,420.24 for the Camp Little Bear Playground Resurfacing Project; 2. Authorize the City Engineer to approve the expenditure of a construction contingency, if necessary, not to exceed 5% of the contract amount or $6,471.01 for change orders and other unforeseen construction work that may be required to complete the project; and 3. Authorize $100,000 in General Fund expenditures to fully fund this project.

Authorize the creation of a new Human Resources and Risk Manager position beginning this fiscal year (FY 2013-14); 2. Authorize the Finance Department to appropriate the costs of the position to the General Ledger for the period June 1, 2014 through June 30, 2014; and 3. Authorize the inclusion of the Human Resources and Risk Manager position and corresponding salary range in the next salary resolution to be adopted by the City Council.
Award of a Construction Contract to Unlimited Environmental Inc. in the amount of $32,875 for the Bell Community Housing Authority (BCHA) Mobile Home Park Demolition Project (Council) Recommendation: It is recommended that the City Council: 1. Award a contract to Unlimited Environmental Inc. in the amount of $32,875 for the BCHA Mobile Home Park Demolition Project; and 2. Authorize the City Engineer to approve the expenditure of a construction contingency, if necessary, not to exceed 10% of the contract amount of $3,287.50 for change orders and other unforeseen construction work that may be required to complete the project.
Update on Redevelopment Dissolution Process and Due Diligence Reviews (Council) Recommendation: It is recommended the City Council receive and file the report.
Three-year Contract with Lance, Soil & Lunghard, LLP, Certified Public Accountants, for Professional Auditing Services in the amount of $249,200 (Council) Recommendation: It is recommended the City Council: 1. Per BMC 3.12.080 (F) 5, Exceptions to Formal Bidding Requirements. Professional and Personal Services Procurement, authorize exception to formal bidding requirements for services requiring a high degree of technical skills; 2. Authorize City Manager to contract for services with Lance, Soli & Lunghard, LLP for professional auditing services in the amount of $249,200; 3. Authorize creation by Resolution of the City of Bell Auditing Committee per Best Practices criteria of the Government Finance Officers Association; and 4. Authorize publication and distribution of Reguests for Qualifications for internal audit services, with the resulting proposals subject to the evaluation and recommendation of the City of Bell Audit Committee.
