Public Hearings The following items have been posted as a Public Hearing as required by law. The Mayor will open the meeting to receive public testimony only on the Public Hearing item. 1. Resolution No. 2014-07-PC - Approving Conditional Use Permit No. 2013-05 to allow a party equipment rental business to operate at 3605 Gage Avenue (Planning Commission) Recommendation: 1. Conduct a public hearing; and 2. Read by title only, waive further reading and adopt Resolution No. 2014-07-PC, entitled: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF BELL APPROVING CONDITIONAL USE PERMIT NO. 2013-05 TO ALLOW A PARTY EQUIPMENT RENTAL BUSINESS TO BE LOCATED WITHIN AN EXISTING 2,700 SQUARE FOOT BUILDING ON A 6,500 SQUARE FOOT LOT. THE SUBJECT PROPERTY IS LOCATED ON THE NORTHWEST CORNER OF GAGE AVENUE AND LOMA VISTA PLACE; AT 3605 GAGE AVENUE, BELL, CA 90201 (APN: 6318-020¬018).
2. Ordinance No. 1202: Municipal Code Amendment - Economic Development Program (Council) Recommendation(s): It is recommended that the City Council: 1. Read by title only, waive further reading, and introduce Ordinance No. 1202 adding Chapter 3.38 to Title 3 of the Bell Municipal Code adopting a comprehensive set of economic development incentives and programs to promote the development of Bell, to create jobs from new businesses and to preserve the sound fiscal basis of the City in light of the elimination of redevelopment in California; and 2. Place the Ordinance on the next regular agenda for adoption.
Charter Reform Update (Council) Recommendation: It is recommended that the City Council receive and file this report.

Request that the Council Direct the Drafting of a Resolution Mandating that Tolling Agreements cannot be Executed or Extended without Prior Council Authorization Recommendation(s): It is recommended that the City Council direct drafting a resolution mandating that tolling agreements cannot be executed or extended without first seeking authorization from Council to enter into these agreements.

Memorandum of Understanding between the City of Bell and the Bell Police Officers' Association (Council) Recommendation(s): It is recommended that the City Council read by title only, waive further reading and adopt Resolution No. 2014-11, approving the Memorandum of Understanding ("MOU") between the City of Bell and the Bell Police Officers' Association ("BPOA") for the period of July 1, 2013 to June 30, 2015. 4. Adoption of Resolution Amending the City's Employer Paid Member Contribution to CalPERS for all employees in the Bell Police Officers' Association (Council) Recommendation(s): It is recommended that the City Council read by title only, waive further reading and adopt Resolution No. 2014-13, reducing and eliminating the City's Employer Paid Member Contribution and providing that all members of the Bell Police Officers' Association ("BPOA"), which includes the full-time public safety employees in the classifications of Police Officers and Sergeant, must pay all of their own normal member contributions to the California Public Employees Retirement System ("CalPERS"). 5. Memorandum of Understanding between the City of Bell and the Bell City Employee's Association (Council) Recommendation(s): It is recommended that the City Council read by title only, waive further reading and adopt Resolution No. 2014-12, approving the Memorandum of Understanding ("MOU") between the City of Bell and the City of Bell City Employee's Association ("BCEA") for the period of February 26, 2014 to June 30, 2015. 6. Adoption of Resolution Reducing and Eliminating the City's Employer Paid Member Contribution to CalPERS for all miscellaneous, professional, and confidential employees in the Bell City Employees Association (Council) Recommendation(s): It is recommended that the City Council read by title only, waive further reading and adopt Resolution No. 2014-14, reducing and eliminating the City's Employer Paid Member Contribution and providing that all members of the Bell City Employees Association ("BCEA"), which includes the employees of the miscellaneous unit, professional unit, and confidential unit, must pay all of their own normal member contribution to the California Public Employees Retirement System ("CalPERS"). 7. Amendment to the Salary Resolution of the City Council creating a new classification and implementing provisions of the recently negotiated MOUs with the Bell City Employee's Association and Bell Police Officers Association (Council) Recommendation(s): it is recommended that the City Council read by title only, waive further reading and adopt the following resolutions: 1. Resolution No. 2014-15, declaring certain employee classifications as excluded from the Civil Service System, designating such classifications to be unrepresented and at-will, pursuant to municipal code section 2.84.0630 (b), and rescinding Resolution No. 2012-66; 2. Resolution No. 2014-16, designating and confirming existing units for certain represented full-time and part-time officers and employees of the city, and rescinding Resolution No. 2012-68; and 3. Resolution No. 2014-17, identifying employee classifications, compensation levels and salary ranges for fiscal year 2013-2015 and rescinding Resolution No. 2012-67.
8. Five-Year Financial Projection: Utility Users Tax Reduction from 10% to 6% (Council) Recommendation(s): It is recommended that the City Council take appropriate action. 9. Approval of Settlement Agreement for the case Bell Redevelopment Agency v. County Records Research, Inc. et ai., LASC Case No. VC059404 (6415 Atlantic Ave.) (Council) Recommendation(s): It is recommended that the City Council approve the Settlement Agreement for the case Bell Redevelopment Agency v. County Records Research, Inc. et ai, LASC Case No. VC059404, which is made pursuant to the Court Order dated September 19, 2013.
Award of a Construction Contract to Midori Landscape, Inc. in the amount of $145,160 for the Citywide Tree Planting Project (Council) Recommendation(s): It is recommended that the City Council: 1. Award a construction contract to Midori Landscape, Inc. in the amount of $145,160 for the Citywide Tree Planting Project; 2. Authorize the City Engineer to approve the expenditure of a construction contingency, if necessary, not to exceed 10% of the contract amount or $14,516 for change orders and other unforeseen construction work that may be required to complete the project; and 3. Establish the Tree Planting Project, authorizing appropriation from reserves of $49,676 from the Lighting and Landscape Fund (Account #45-310).
Consideration of a Third Amendment to a Professional Consulting Services Agreement with Rosenow Spevacek Group (RSG), Inc. for Continued Implementation of Redevelopment Dissolution and Other Economic Development and Government Services (Council) Recommendation(s): It is recommended that the City Council approve Amendment No. 3 to the Amended and Restated Contract Services Agreement with Rosenow Spevacek Group (RSG) for a one-year term and in an amount not to exceed $40,000 to provide ongoing technical, financial and administrative services necessary for the City to comply with AB1x26 and AB 1484, economic development, affordable housing, and other governmental service support.
