Second Reading and Adoption of an Ordinance Amending the City of Bell Municipal Code by Modifying Title 15 to Adopt Title 24 the 2019 California Building Standards Codes. (Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Ordinance No. 1253: AN ORDINANCE OF THE CITY OF BELL CITY COUNCIL AMENDING THE CITY OF BELL MUNICIPAL CODE BY MODIFYING TITLE 15 BUILDINGS AND CONSTRUCTION THEREOF AND ADOPTING BY REFERENCE THE 2019 CALIFORNIA BUILDING CODE, 2019 CALIFORNIA RESIDENTIAL CODE, 2019 CALIFORNIA ELECTRICAL CODE, 2019 CALIFORNIA MECHANICAL CODE, 2019 CALIFORNIA PLUMBING CODE, AND 2019 CALIFORNIA EXISTING BUILDING CODE WITH CERTAIN AMENDMENTS, ADDITIONS AND DELETIONS THERETO
Consideration of the FY 2020-21 CDBG Program Allocation. (Council) Recommendation: It is recommended that the City Council: 1. Conduct the Public Hearing for appropriation of the Fiscal Year 2020-21 Community Development Block Grant Program; and 2. Read by title only, waive further reading and adopt Resolution 2020-02: A RESOLUTION OF THE BELL CITY COUNCIL APPROVING THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL YEAR 2020-2021 3. Authorize the approved funding to be included in the FY 2020-2021 Proposed Budget.
Public Hearing and Consideration of Amendment No. 1 approving a Solid Waste Collection Rate Increase to the City's Residential, Commercial and Industrial Accounts. (Council) Recommendation: It is recommended that the City Council discuss and choose one of the following options regarding the Solid Waste Collection Rate Increase to the City's Residential, Commercial and Industrial Accounts: 1. Open the public hearing for a "majority protest" process, count the protests, and if no majority protest exists, City Council may vote to adopt the New Rate Schedule as indicated in Exhibit "A", and Approve Amendment No. 1 with Consolidated Disposal Service, LLC for comprehensive solid waste services from February 1, 2020, to March 1, 2023, to coincide with the original contract language authorizing three (3) one-year extensions; or 2. Open and close the Public Hearing on the majority protest process, and continue adoption of the Amendment No. 1 and associated rate schedule to a later date certain for purposes of further analysis; or 3. Open and continue (without closing) the Public Hearing on the majority protest process; under which option protests may continue to be submitted by the public. It is recommended that any continuance be to a date certain for purposes of further analysis of the draft Amendment No. 1 and rate schedule; or 4. Consider other unspecified options
Business Calendar Comprehensive Annual Financial Report (CAFR) for the Fiscal Year Ended June 30, 2019. (Council) Recommendation: It is recommended that the City Council receive and file this report.
Approve the Los Angeles County Metropolitan Transportation Authority (LACMTA) Prop C Capital Reserve Agreement for the Florence Avenue and Slauson Avenue Bridges Maintenance Project. (Council) Recommendation: It is recommended that the City Council approve the LACMTA Prop C Capital Reserve Agreement for the Florence Avenue and Slauson Avenue Bridges Maintenance Project.
